Fake Charity Petition Outside City Walls

Clipboard-carrying individuals approach tourists near the Sea Gate and Land Gate entrances to Kotor Old Town, presenting petitions ostensibly supporting deaf charities or local causes. After signatures are collected, they pressure visitors for cash donations, sometimes blocking the narrow gate passage. The clipboard often contains fabricated organization names and fine print committing signatories to a donation.
