Individuals near the Hell-Ville ferry terminal and port sell Malagasy SIM cards and data bundles to arriving tourists at prices well above the official Telma or Airtel Madagascar rate. Tourists are told the cards are pre-activated for tourists and do not require registration, which is false and results in blocked SIMs.
