Unofficial parking operators in the Virginia Beach oceanfront district direct arriving vehicles into unmarked or poorly marked private lots then charge rates far above posted or legally allowable maximums, often demanding cash on exit and threatening to have cars towed if visitors refuse. Lots near 17th Street, 21st Street, and the convention center are the most common sites during summer weekends. Some operators post a small rate sign but switch to a higher rate when collecting.
