Unlicensed beach chair vendors stake out sections of Destins public beaches at dawn and charge day visitors for chairs already claimed by their customers, creating disputes over spaces technically open to the public. Some operators present fabricated permits and threaten to call beach patrol if visitors set up their own equipment in claimed zones. The area along Crystal Beach near Henderson Beach State Park is a common site.
