Individuals walk the Fort Lauderdale beach strip offering to set up chairs, umbrellas, and coolers for 30-60 dollars. They take payment then direct tourists to equipment rented by someone else or left unattended; the real owner returns and demands payment, leaving the tourist out both fees.
