How it works

Informal currency exchange operators clustered near Jaffa Gate and inside the Old City offer seemingly favorable shekel rates to attract tourists carrying US dollars or euros. The actual exchange involves sleight-of-hand short-counting, inserting fake bills into counted stacks, or applying undisclosed fees only visible after the transaction is complete. Some operators use dynamic conversion that applies a heavily inflated exchange rate from which they take a large spread. Bank ATMs inside the Old City walls frequently charge their own dynamic conversion markup when tourists accept the ATM's offered rate instead of choosing to be charged in local currency.

How it works

In the Machane Yehuda market (the "shuk") in West Jerusalem, some vendors short-change tourists dealing in shekel by miscounting change, particularly for small produce purchases where multiple notes are expected in return. A smaller number of stalls use pressure sales tactics targeting tourists who appear to be browsing without intent to buy, quoting prices and immediately bagging items before a purchase decision is made.
