Budget guesthouses and small hotels in the Old City Muslim and Christian Quarters advertise low nightly rates online but apply a range of undisclosed charges at check-in or check-out, including tourist tax, linen fees, key deposit, and Old City access surcharge. In some cases the advertised room type is unavailable and guests are moved to a significantly inferior room at the same price without prior notice.
