Felucca Captain Hostage Fee Mid-River

Felucca captains operating on the Nile between the East and West Banks agree to a fixed price for a sunset cruise or short crossing, then anchor mid-river and refuse to return to shore until tourists pay a substantially higher "final fee" — typically 2–4 times the agreed rate. The captains are aware that tourists have no escape option while on the water.
