Individuals posing as licensed tour guides approach tourists near Notre-Dame Basilica and along Place Jacques-Cartier offering informal walking tours — especially popular ghost and history tours of Old Montreal. The tours may begin legitimately but end with pressure to pay far above the agreed price, surprise charges for "exclusive access" to sites, or detours to affiliated souvenir shops where the guide earns a commission. Unlicensed guides are not trained or vetted and cannot legally operate in Quebec.
