How Tour and Activity Scams Work — Tickets, Guides, and Excursions
Tour and activity fraud accounts for a significant share of tourist financial losses annually, largely because the transactions involve high price points and advance payment. A family booking a multi-day excursion or purchasing attraction tickets pays before receiving anything — creating the conditions for both non-delivery and quality misrepresentation.
Fake ticket sales are documented most heavily at high-demand attractions where queue times are long and official resellers are scarce: Machu Picchu, the Sagrada Familia, the Uffizi Gallery, the Vatican Museums. The presentation runs three to five hours, involves high-pressure tag-team sales tactics, and many attendees are pressured into signing contracts for memberships costing $10,000–$30,000 USD before they are allowed to leave.
How to avoid it
Decline all street promoters offering free meals or show tickets in exchange for attending a presentation. If you attend, bring a written reminder that you have the right to cancel any signed contract within five business days under Mexican consumer law (PROFECO). Never sign under time pressure.
Travelers book what is advertised as a 3-star or 4-star overnight cruise online, often at a competitive price, but are met at Tuan Chau Marina by a representative who escorts them to a noticeably inferior vessel. The boat may be older, smaller, or lack the private cabins and meals shown in promotional photos. Operators frequently run parallel fleets, with the showpiece boat used for marketing and a cheaper vessel used for budget or unverified bookings. By the time travelers realize the switch, their luggage is on board and departure is imminent.

Jineteros — freelance touts — approach tourists in Varadero town, on the beach, or near resort exits and strike up friendly conversations in the tourist's language. They build rapport before steering visitors to specific paladares (private restaurants) and shops where they earn 10-30% commissions added invisibly to the tourist's bill. The "friend" often claims special knowledge of authentic local places that all-inclusive tourists miss. Prices at these establishments are inflated significantly above the Cuban norm.

Be politely skeptical of any local who initiates conversation in fluent tourist-language near resort areas. If you want to eat outside your all-inclusive, research paladares independently or ask your resort concierge for genuine recommendations. Do not follow strangers to restaurants. Booths and kiosks throughout Broadway at the Beach and along Kings Highway offer free show tickets, gift cards worth $50–150, or complimentary hotel nights in exchange for attending a "90-minute vacation ownership presentation." In practice these presentations routinely run 3–4 hours and involve rotating teams of high-pressure salespeople using false urgency, isolation tactics, and a final "gifting table" stop that applies conditions — blackout dates, processing fees, or mandatory future stays — that make the promised gift difficult or impossible to redeem.
