Unlicensed Tour Operator and Dolphin Watch Scam

Along the Varna port area and the northern beach zone, unlicensed sellers offer boat tours, dolphin-watching trips, and day excursions to Cape Kaliakra or the nearby Aladzha Monastery at prices well below licensed tour desks. Some trips depart on poorly maintained or unlicensed vessels, while others collect payment and fail to materialise at the agreed departure point. Operators have no traceable business registration and disappear between seasons.
