How Restaurant Scams Work — Menus, Bills, and Tourist Pricing
Restaurant fraud targeting tourists is systematically different from other scam types in one key way: it is often entirely legal. Dual-price menus — one for locals, one for tourists — are not illegal in most jurisdictions. Tourist-area restaurants charging five times the local rate are not breaking any law. The scam lies in the concealment: prices not shown until the bill arrives, verbal quotes that differ from the written total, or charges for items that were never ordered.
The most documented version in our database is the tourist menu switch. A restaurant near a major attraction shows tourists an unpriced or vaguely priced menu, sometimes delivered verbally. The bill reflects a price that was never agreed upon. This is most prevalent in tourist-dense areas: the streets around the Colosseum in Rome, the old medina in Marrakech, the beach clubs of Mykonos, and the floating markets of Southeast Asia.
Cover charges are a related source of confusion. In Italy and parts of Spain, a "coperto" or bread charge is standard and legitimate — but its amount is not always disclosed. In tourist-facing restaurants, this charge is sometimes applied at inflated rates or invented entirely for non-locals. Similarly, charges for bottled water that the tourist did not explicitly order, for bread that was placed on the table without being requested, or for "service" on top of an already-elevated bill.
Bill padding — adding items to the final total that were not consumed — is documented most heavily in tourist zones across Southeast Asia, Eastern Europe, and North Africa. In some cases, the menu item exists and was simply listed twice. In others, food or drinks are added that never appeared at the table.

In bars and nightlife venues around Shmeisani and Abdoun, an attractive local strikes up a conversation and begins ordering drinks for the table without showing a menu. Each drink is priced at 40–70 JOD, and a cover or table reservation fee of 100–200 JOD is added to the bill at the end. The person ordering works for the establishment. Multiple travelers on TripAdvisor forums have reported bills exceeding 500 JOD for what appeared to be a casual evening out.
How to avoid it
Ask for a printed menu with prices before any drinks are ordered. If a companion is ordering on your behalf, insist on seeing the menu yourself. Prepay or set a spending limit upfront, and leave any venue that refuses to show prices.
Some bars and clubs in Cancun serve counterfeit or adulterated alcohol — bottles refilled with lower-grade spirits or, in severe cases, liquor containing methanol. Multiple government travel advisories including Smartraveller and the U.S. State Department warn of this risk at non-resort establishments. Methanol poisoning causes rapid severe illness and can result in permanent blindness or death. Victims often mistake the onset of symptoms for standard intoxication until it is too late.

Riga is Europe's most notorious city for this scam. Friendly strangers invite tourists to bars where drinks are ordered without seeing a menu. Bills of hundreds or thousands of euros arrive — and bouncers have been documented using violence against tourists who refuse to pay.

Never follow strangers to a bar in Riga, especially in the Old Town. Choose your own venue and always see a menu with prices before ordering. The UK, US, and other governments specifically warn travelers about this scam in official Riga travel advisories.
Restaurants along the Byblos Old Port waterfront maintain two effective price tiers: a standard menu for Lebanese regulars and a significantly inflated tourist menu for foreign visitors. A mezze spread for two that costs $25–30 USD at an inland local restaurant can reach $80–120 USD at the same quality port establishment, with hidden service charges of 10–18% added at the bill. Some restaurants verbally quote a price for a dish but list a different price on the bill, relying on the guest not checking each line item.
How to avoid it
Ask to see the full printed menu with prices before sitting down, not after. Confirm whether service charge is included. Compare prices on Google Maps reviews or ask your accommodation for a realistic price range before dining at the port. Restaurants one or two blocks inland on Rue de la Mer side streets charge substantially less for equivalent food.
Bars and strip clubs in and immediately around Tallinn's Old Town lure stag party groups with advertised entry prices and drink specials, then present bills of €300–800 on departure with charges for bottle service, private entertainment, or "VIP access" that was never agreed to. Some venues have agreements with taxi drivers or hotel staff who direct groups to them for commission. Staff may block exits and demand payment, becoming physically intimidating if the group refuses.

Research any nightlife venue independently before entering and check recent reviews on Google Maps. Agree all prices before sitting down and set a group hard spending limit. One of the most reported scams in Key West. Bars along Duval Street add unrequested shots, cover charges, or service fees to tabs. Some establishments use distraction tactics (loud music, entertainment) to make it harder to track orders. Tourists who are already drinking are less likely to dispute charges.
