Restaurant fraud targeting tourists is systematically different from other scam types in one key way: it is often entirely legal. Dual-price menus — one for locals, one for tourists — are not illegal in most jurisdictions. Tourist-area restaurants charging five times the local rate are not breaking any law. The scam lies in the concealment: prices not shown until the bill arrives, verbal quotes that differ from the written total, or charges for items that were never ordered.

The most documented version in our database is the tourist menu switch. A restaurant near a major attraction shows tourists an unpriced or vaguely priced menu, sometimes delivered verbally. The bill reflects a price that was never agreed upon. This is most prevalent in tourist-dense areas: the streets around the Colosseum in Rome, the old medina in Marrakech, the beach clubs of Mykonos, and the floating markets of Southeast Asia.

Cover charges are a related source of confusion. In Italy and parts of Spain, a "coperto" or bread charge is standard and legitimate — but its amount is not always disclosed. In tourist-facing restaurants, this charge is sometimes applied at inflated rates or invented entirely for non-locals. Similarly, charges for bottled water that the tourist did not explicitly order, for bread that was placed on the table without being requested, or for "service" on top of an already-elevated bill.

Bill padding — adding items to the final total that were not consumed — is documented most heavily in tourist zones across Southeast Asia, Eastern Europe, and North Africa. In some cases, the menu item exists and was simply listed twice. In others, food or drinks are added that never appeared at the table.

Ask for a printed menu with prices before any drinks are ordered. If a companion is ordering on your behalf, insist on seeing the menu yourself. Prepay or set a spending limit upfront, and leave any venue that refuses to show prices.

Nightlife Drink Spiking in El Poblado Bars
