Restaurants near the Dong Ba Market and along Chu Van An Street catering to tourists add items to bills that were never ordered—extra drinks, side dishes, or a tourist surcharge labeled vaguely as "service." Some roadside stalls quote a price per bowl verbally then charge two to three times that amount when the bill arrives, claiming the price was per ingredient portion. The amounts are small (50,000–150,000 VND) making dispute feel disproportionate, which operators rely on.
