Touts near the Centro Dragão do Mar and beachfront hotels approach tourists with heavily discounted dune buggy and kitesurf tour packages to Jericoacoara or Canoa Quebrada. The initial price is eye-catchingly low, but on collection day additional compulsory fees appear — fuel surcharges, park entry, guide gratuity — that can double or triple the agreed price. Some operators collect payment and never arrive.
