Unlicensed taxi drivers at Fortaleza Pinto Martins International Airport aggressively approach arriving passengers and quote flat rates that are 3–5 times the metered fare. Drivers claim meters are broken or that the airport area requires a special fixed rate, which is false. Some drivers take unnecessarily long routes through traffic to inflate the journey time and cost. This is one of the most consistent tourist complaints in the city.
