Along the Puerto Plata Malecón seafront, informal money changers approach tourists and offer peso exchange rates marginally above the official rate. After agreeing on an amount, they count out bills quickly while folding some denominations together, handing back substantially less than agreed. By the time the tourist counts the money, the changer has walked away.
