Motorbike Rental Damage Dispute

Motorbike rental shops near the Tunjungan Plaza area and around the Kenjeran tourist strip rent scooters to tourists then claim pre-existing damage was caused by the renter on return. Passport or ID confiscation as deposit collateral gives shops leverage to demand IDR 300,000–1,500,000 before documents are returned. Some shops work in coordination with "helpful" locals who recommend them and receive a kickback.
