Unlicensed or fraudulent tour agencies advertise day trips and multi-day excursions online and at street-level offices near Almaty's city centre, promising access to Big Almaty Lake, Charyn Canyon, and Shymbulak ski resort at below-market prices. After collecting full payment upfront, guides either fail to show up or tours are cancelled without refund, with the agency citing vague policy violations or blaming external factors. Several travellers have reported that refunds are only obtained after escalating to tourist police at the Almaty Department of Internal Affairs.
